The goal of this procurement is to obtain novel ideas for sensing, signal processing, target characterization, data fusion, target tracking, predictive awareness, battle management, collaborative planning, and visualization that can contribute to future conflict mitigation, war-fighting, and peacekeeping effectiveness. Ideas can address 1) ways to employ emerging scientific or technical ideas to achieve significant increases in component performance; 2) novel combinations of existing technologies into systems that create new war-fighting capabilities; or 3) combinations of both.

Proposed research should investigate innovative uses of two-phase cooling, as in common heat pipes, where the benefits include very high thermal conduction and extreme reliability in a lightweight, thin, two-dimensional package that is also engineered to match the thermal expansion of semiconductor substrates.

Cognitive Technology Threat Warning Systems (CT2WS)
The objective of the CT2WS program is to drive a breakthrough in soldier-portable visual threat warning devices. Recent developments and discoveries in the disparate technology areas of flat-field, wide-angle optics, large pixel-count digital imagers, cognitive visual processing algorithms, neurally based target detection signatures, and ultralow-power analog-digital hybrid signal processing electronics have led DARPA to believe that focused technology development, system design, and system integration efforts may produce revolutionary capabilities for the war fighter.

The Defense Threat Reduction Agency's (DTRA's) mission is to safeguard America and its allies from weapons of mass destruction (WMD) (chemical, biological, radiological, nuclear, and high-yield explosives) by providing capabilities to reduce, eliminate, and counter the threat and mitigate its effects. In December 2005, the Office of the Secretary of Defense Comptroller approved the establishment of a basic research program at DTRA for countering and combating WMD. The objective of the Basic Research program is to successfully support the advancement of fundamental knowledge and understanding of the sciences with an emphasis on exploring new and innovative research for combating or countering WMD.

Significant technological advances have been made toward the development of near-zero-emission power plants based on advanced coal gasification and combustion processes. In an effort to meet the efficiency, environmental performance, and cost goals of these advanced power generation systems, work is being initiated on the development of intelligent control strategies that provide system integration, optimization, and prognostic health control capabilities in addition to basic process control. Gas or combustion turbines work at high temperature (over 1300 degrees C) and need protective coatings for the components such as engine blades, vanes, and combustors that experience such high temperatures or come in contact with deleterious substances in the gas stream. The coatings, especially those based on ceramics, are broadly categorized as thermal barrier coatings and environmental barrier coatings, depending on their primary function. Priorities in the program include the selection and verification testing of turbine hot path component materials and protective coatings when using coal-derived synthesis gas or hydrogen as fuel. Technical Topic 3 - Advanced Materials; Subtopic 3A: Development of High Temperature Structural Materials
The implementation of high-efficiency coal-fired power systems requires materials with high-temperature creep properties and high-temperature oxidation and corrosion resistance. For example, ultrasupercritical fossil fuel power plants will require new materials for use at temperatures of 700 degrees C and above. Superheater and reheater tubes are likely to experience the most severe service conditions with respect to fire-side corrosion, steam-side oxidation, and creep. A material for this application must not only be creep resistant, oxidation resistant, and corrosion resistant at elevated temperatures but also be easily fabricated, easily joined, and economical. Grant applications are requested to explore routes for the development of materials with temperature/strength capabilities beyond those currently available. Proposals are sought to develop advanced process control strategies for optimizing the operation and control of complex IGCC plants. Multiple components such as the air separation unit, gasifier, gas cleanup system, gas turbine, and steam cycle are integrated and require coordinated control to simultaneously satisfy operation and emission-control objectives. Dynamic simulations are needed to determine the key equipment response time requirements and investigate interactions among those components so as to ensure safe, efficient, and environmentally friendly operation and control of the plant.
