Disaster Resilience for Rural Communities
Communities and their residents in the United States experience droughts, earthquakes, floods, hurricanes, tornadoes, tsunamis, and volcanic eruptions as well as accidents at facilities that handle dangerous materials such as explosive chemicals. These phenomena will continue, but their consequences need not be disastrous if communities and people reduce their vulnerabilities and increase their resilience. The long-term goal of this program is to advance basic research in engineering and in the social, behavioral, and economic sciences on enhancing disaster resilience in rural communities. Applicants must address at least one of the following topics, or a combination, in terms of the vulnerabilities and resilience of rural communities to natural hazards or risks from accidents at facilities such as chemical plants: (1) Hazard-mitigation practices of rural communities; (2) hazard preparedness and emergency response in rural communities; or (3) disaster recovery in rural communities. (This competition will not support terrorism research.) The following are a few examples of potential emphases for research in rural communities: (1) Measuring vulnerability and resilience, their causes and consequences; (2) the role of markets, especially agricultural and labor, in understanding vulnerability and resilience; (3) vulnerability and resilience on individual, group, and community scales; (4) the role of culture, complexity, and social networks in vulnerability and resilience; (5) intergovernmental relations in hazard and disaster mitigation, preparedness, response, and recovery; (6) role of forces and organizations from outside rural communities in the vulnerability and resilience of rural communities; (7) risk perceptions and behavioral reactions to communications from official and other sources; and (8) land-use and housing decisions. Comparative research across cultural and national boundaries will be considered for funding. Multi-institutional and multidisciplinary proposals are encouraged. There is no commitment by U.S. Department of Agriculture or the National Science Foundation (NSF) to fund any particular application or to make a specific number of awards. Depending on budget appropriation and the number of applications recommended for funding by the peer-review panel, NSF and the Cooperative State Research, Education, and Extension Service will each make available approximately $1 million to fund applications in fiscal year 2009–10 for a total approximate amount of $2 million. Deadline: 2010-01-20

Long Range Broad Agency Announcement for Navy and Marine Corps Science and Technology
The Office of Naval Research (ONR) is interested in receiving proposals for Long-Range Science and Technology Projects that offer potential for advancement and improvement of Navy and Marine Corps operations. Readers should note that this is an announcement to declare ONR's broad role in competitive funding of meritorious research across a spectrum of science and engineering disciplines. Prior to preparing proposals, potential offerors are strongly encouraged to contact the ONR point of contact (POC) whose program best matches the offeror's field of interest. Work funded under a broad agency announcement may include basic research, applied research, and some advanced technology development (ATD). ONR will place no restriction on the conduct or reporting of unclassified fundamental research, except as otherwise required by statute, regulation, or executive order. Normally, fundamental research is awarded under grants with universities and under contracts with industry. ATD is normally awarded under contracts and may require restrictions during the conduct of the research and U.S. Department of Defense prepublication review of research results due to subject matter sensitivity. Potential offerors should consult with the appropriate ONR POCs to determine whether the proposed effort would constitute basic research, applied research, or ATD. Deadline: 2010-09-30

This funding opportunity announcement (FOA) is issued as an initiative of the National Institutes of Health (NIH) Blueprint for Neuroscience Research. The Neuroscience Blueprint is a collaborative framework through which 16 NIH institutes, centers, and offices jointly support neuroscience-related research, with the aim of accelerating discoveries and reducing the burden of nervous system disorders. The goal of this FOA is to facilitate the partnering of pain scientists and non-pain neuroscientists from the field of neural plasticity to capture insights and expertise from disciplines in which transitions from health to disease have been extensively examined. An expected outcome of this FOA will be the formation of partnerships between pain researchers and non-pain neuroscientists to develop new collaborations focused on understanding the maladaptive neuroplastic changes that occur during the transition from acute to chronic pain. It is anticipated that these initial collaborations will lead to new applications for highly innovative projects centered on similar studies of the transition from acute to chronic pain. The purpose of this FOA is to encourage the submission of competitive revision applications that propose a collaborative, 1-year pilot study or a new, specific aim associated with an active NIH grant. The parent grant may be focused on pain or on neural plasticity outside the area of pain. This FOA will utilize the Competitive Revision grant mechanism for R01 applications. The participating Neuroscience Blueprint Institutes intend to commit at least $375,000 in 2010 (and at least an additional $375,000 per year for two more years after a reissue of this announcement) to fund approximately five or six Competitive Revisions in response to this FOA. Functional Modeling of Pediatric Upper Airway Disorders (R01)
The National Heart, Lung, and Blood Institute solicits grant applications from institutions/organizations to participate in a new NHLBI program on Functional Modeling of Pediatric Upper Airway Disorders. The objective is to identify the biological and structural components limiting airflow in congenital or acquired disorders of the pediatric upper airway (infant to adolescent). The ultimate goal is to develop novel approaches that will identify targets for intervention to correct obstruction of airflow through the upper airway. This program will require collaborations among experts in computational modeling (mathematicians/bioengineers) with clinician scientists (e.g., pulmonologists, otolaryngologists, craniofacial surgeons, and/or radiologists). Use of the multiple principal investigator mechanism is encouraged. Only human studies will be supported. This funding opportunity announcement will utilize the R01 grant mechanism. NHLBI intends to commit approximately $5 million total costs for fiscal year 2010. The total amount to be awarded for Functional Modeling of the Upper Airway program will be a maximum of $20 million for the 4-year project period. It is anticipated that NHLBI will fund up to five research awards. Deadline: 2009-12-14

A.2 Subsonic Fixed Wing (SSFW1) (Recovery Act)
The top-level goal of the Fundamental Aeronautics Program is to develop system-level, multidisciplinary capabilities for both civilian and military applications. The program also provides long-term investment in research to support and sustain expert competency in critical core areas of aeronautics technology. The Fundamental Aeronautics Program encompasses research and technology spanning four flight regimes: Subsonic Fixed Wing, Subsonic Rotary Wing, Supersonics, and Hypersonics. It also supports NASA's Vision for Space Exploration by providing key aeronautical capabilities that can be adapted for high-speed vehicles exiting and entering the atmosphere of our planet as well as operating throughout the atmospheres of other planetary bodies such as Mars. Research efforts in revolutionary configurations, lighter and stiffer materials, improved propulsion systems, and advanced concepts for high-lift and drag reduction all target the efficiency and environmental compatibility of future air vehicles. A major emphasis of the Fundamental Aeronautics Program is on the mastery and intellectual stewardship of key core competencies of aeronautics for the nation across all flight regimes. However, NASA will principally conduct long-term research that is both focused and integrated across disciplines in areas that are appropriate to our unique capabilities. NASA has defined four distinct levels to describe its approach to fundamental aeronautics technology development: (1) conduct foundational research to further our fundamental understanding of the underlying physics and our ability to model that physics, (2) leverage the foundational research to develop technologies and analytical tools focused on discipline-based solutions, (3) integrate methods and technologies to develop multidisciplinary solutions, and (4) solve the aeronautics challenges for a broad range of air vehicles with system-level optimization, assessment, and technology integration. Interaction with the aeronautics community aligns with the four levels: (1) NASA will advance the state of knowledge of the underlying physics and its modeling by partnering with universities and companies engaged in foundational research; (2) NASA will investigate discipline-related challenges and will interact with the aeronautics community A-2 through published reports and direct technology transfer; (3) NASA will develop multidisciplinary methods and technologies and disseminate them in published reports and direct technology transfer; and (4) NASA will collaborate with industry by means of nonreimbursable cooperative agreements to address system-level challenges at the precompetitive level. Building Engineered Complex Systems
The Directorate for Engineering and the Division of Mathematical Sciences in the Directorate for Mathematical and Physical Sciences at the National Science Foundation are collaborating in this solicitation to provide seed funding for small teams of innovative engineers and mathematical scientists (mathematicians or statisticians) to seek and develop a theoretical basis of complex systems with the aim of developing formal methods for the design of engineered complex systems. A complex system is characterized by its display of patterns of structure or behavior at one level of organization of the system that are diagnostic of interactions among parts of the system at other levels; the emergent behaviors or structures are not evident from considering only the system's separate components. This solicitation has been motivated by the observation that many natural, social, and engineered systems have been recognized to be complex systems, in which the traditional reductionist approach to science and engineering fails to predict and explain the patterns and behaviors that emerge from the functioning of these systems. Many engineered systems fall into this category, and unexpected failures and other consequences have been experienced as these systems function near the edge of their expected performance capacity. Although these unexpected behaviors can be undesirable, it has also been recognized that complex systems with their ability to display emergent behaviors can be designed to be resilient and robust, features that are desirable in engineered systems. The proposals submitted in response to this solicitation must meet the requirements delineated in this solicitation. Deadline: 2010-01-19

This program is a continuation of the Plant Genome Research Program (PGRP) that began in fiscal year 1998 as part of the National Plant Genome Initiative (NPGI). A new 5-year plan for NPGI was published in January 2009. The goal of NPGI is to develop a basic knowledge of the structures and functions of plant genomes and translate this knowledge into a comprehensive understanding of all aspects of economically important plants and plant processes of potential economic value. By bridging basic research and plant performance in the field, NPGI will accelerate basic discovery and innovation in economically important plants and enable enhanced management of agriculture, natural resources, and the environment to meet societal needs. There is a continued need for novel and creative tools to allow the development of new experimental approaches or new ways of analyzing genomic data. Proposals that present conceptually new and different ideas are encouraged, especially from investigators and institutions that have not participated in PGRP before. In addition, proposals that provide strong and novel training opportunities integral to the research plan, and particularly across disciplines, are especially encouraged. Four kinds of activity will be supported in fiscal year 2010: (1) Genome-Enabled Plant Research awards to tackle major unanswered questions in plant biology on a genomewide scale; (2) Transferring Research from Model Systems awards to apply basic biological findings made using model systems to studying the basic biology of plants of economic importance; (3) Tools and Resources for Plant Genome Research awards to support development of novel technologies and analysis tools to enable discovery in plant genomics; and (4) Comparative Plant Genome Sequencing awards to support development of sequence resources to enable research in economically important crop plants and plant processes of potential economic value. Proposals addressing these opportunities are welcomed at all scales, from single-investigator projects through multi-investigator, multi-institution projects, commensurate with the scope of the work proposed. PGRP encourages proposals from early-career investigators and also considers proposals submitted to the Faculty Early Career Development Program. Early-career investigators are strongly encouraged to contact a PGRP program director for further guidance. Deadline: 2010-01-26

Parkinson's Disease Foundation International Research Grants Program
For 2010, the Parkinson's Disease Foundation (PDF) is building on the success of its International Research Grants Program. IRGP awards now reach a maximum of $75,000 per year for 2 years, subject to review of the 1st year's progress. Research grants are now also eligible for an additional 10% in indirect costs. Changing the award parameters has permitted PDF to continue to fund innovative research and recruit the brightest international scientific talent. In 2009, PDF received more than 120 applications, a record number. As a result, competition was intense with five excellent proposals receiving support. At its core, research supported by IRGP must be directly relevant to the treatment and/or understanding of Parkinson's disease. IRGP is designed to promote innovative research with a high potential to significantly advance the knowledge of Parkinson's disease and yet is unlikely to secure funding through more traditional sources. By supporting novel, "high risk/high reward" research, the goal of IRGP is to enable investigators to demonstrate the feasibility of their ideas while generating preliminary data necessary for the support of future funding. IRGP projects are: (1) novel research hypotheses of Parkinson's disease; (2) inventive in terms of methodology or approach; and (3) clinical, preclinical, or basic research proposals that will directly impact Parkinson's disease or its treatment. All proposals for IRGP awards are peer-reviewed and competitively ranked based upon scientific merit and its impact upon Parkinson's disease. Continued funding into the award's 2nd year is subject to rigorous review of research during the 1st year. Principal investigators must posses either a Ph.D. or an M.D. in order to be eligible for support. Early-stage investigators are especially encouraged to apply. Deadline: 2010-02-02

Science of Generosity Research-Second Wave
The University of Notre Dame is pleased to announce a $3 million project on the Science of Generosity, generously supported with funding from the John Templeton Foundation. An open invitation is now issued for proposals for the Science of Generosity in the human and social sciences. Four to eight proposals for funding of between $250,000 and $500,000 were awarded in the first wave of competition in 2009. This announcement is for the second wave of proposals. This award will fund smaller research projects with budgets up to $150,000. All proposals will be judged in two stages: letters of inquiry (LOIs) and invited full proposals. LOIs will be accepted for review and full proposal consideration through 1 December 2009 at 5 p.m. EST. Selection of LOIs for full proposal development will be made in February 2010. Generosity is an important personal virtue, collective responsibility, and vital element in the building of social capital, community well-being, justice, and peace in the world. The aim of this initiative is to stimulate scientific research on the practice of generosity in human life and society. The Notre Dame Science of Generosity project is particularly interested in better understanding three key aspects of generosity: (1) the sources, origins, and causes of generosity; (2) the variety of manifestations and expressions of generosity; and (3) the consequences of generosity for both the givers and receivers involved. We believe it is useful to separate these three analytical dimensions of generosity, its sources, manifestations, and consequences, and invite proposals that seek to understand only one dimension as well as seek to understand two or three and the relationships between them. Through this initiative, we hope to create a coherent field of academic study centered on the questions of the origins, manifestations, and consequences of generosity. Deadline: 2009-12-01
