This request for applications (RA) solicits single investigator proposals from junior faculty for research and development in the areas of the physical sciences, engineering, and mathematics that are of interest to the Defense Advanced Research Projects Agency's (DARPA's) Defense Sciences Office and Microsystems Technology Office. This RA also solicits requests for social sciences of interest to DARPA's Transformational Convergence Technology Office. This solicitation seeks proposals for a 24-month research activity consisting of a 12- month base period and a 12-month option period, with a maximum funding level of $150,000 per each 12-month period ($300,000 maximum total funding). The proposal should clearly describe the problem being addressed, the current state-of-the-art new insights to address the problem, a credible research plan and schedule, and critical milestones to be pursued over each 12-month funding period. During the 12-month base period, a number of visits/exercises at a variety of military sites and facilities will be scheduled. These briefings and visits will provide Young Faculty Award (YFA) recipients with a unique, first-hand exposure to our war fighters, current U.S. Department of Defense technologies in the field, and issues being faced by the services in execution of their missions. Fiscal Year 2010 Office of Naval Research Young Investigator Program (YIP)
The Office of Naval Research (ONR) is interested in receiving proposals for its Young Investigator Program (YIP). ONR's YIP seeks to identify and support academic scientists and engineers who have received Ph.D.s or equivalent degrees within the past 5 years (on or after 1 November 2004 for this fiscal year 2010 competition) and who show exceptional promise for doing creative research. The objectives of this program are to attract outstanding faculty members of institutions of higher education (hereafter also called "universities") to the Department of the Navy's research program, to support their research, and to encourage their teaching and research careers. Proposals addressing research areas as described in the ONR Science and Technology (S&T) Department section of ONR's Web site that are of interest to ONR program officers and division directors will be considered. Contact information for each division (a subgroup of an S&T Department) is also listed within the S&T section of the Web site. Potential applicants may contact the appropriate division director, or the program officer who is the point of contact for a specific technical area, to discuss their research ideas. Brief, informal preproposals may be submitted to facilitate these discussions. Such discussions can clarify the content and breadth of the priority research areas and enhance the match between a subsequent proposal and Department of the Navy research needs. Proposals may request up to $170,000 per year for 3 years. These funds may be budgeted against any reasonable costs related to the conduct of the proposed research. Additional funds (beyond the basic $170,000 yearly amount) for capital equipment that enhances the Young Investigator's proposed research may be requested for the first budget period, based on the needs of the research. 2010 NIDA Avant-Garde Award Program for HIV/AIDS Research (DP1)
The National Institute on Drug Abuse Avant-Garde Award Program for HIV/AIDS Research is meant to complement NIDAs traditional investigator-initiated grant programs by supporting individual scientists of exceptional creativity who propose high-impact research that will open new avenues for prevention and treatment of HIV/AIDS among drug abusers. The term "avant-garde" is used to describe highly innovative approaches that have the potential to be transformative, open new areas of research, or lead to new avenues of treatment and prevention for HIV/AIDS among drug abusers. The proposed research should reflect ideas substantially different from those already being pursued by the investigator or others. The research proposed must be in an area described in the Trans-National Institutes of Health Plan for HIV-Related Research. The 2010 Avant-Garde Award competition will proceed in two phases. The first phase is a preapplication phase in response to PAR-10-068. Preapplications will be evaluated by a group of external reviewers. Those investigators whose submissions are judged to be the most outstanding will be notified of the opportunity to submit full applications under this funding opportunity announcement (FOA) (DP1). The 2010 Avant-Garde awardees will be selected from this group of applicants. This FOA will utilize the DP1 grant mechanism. Preapplications for 2010 Avant-Garde Awards were solicited under PAR-10-068. Contingent upon the submission of a sufficient number of scientifically meritorious applications, NIDA intends to commit approximately $2 million for two or three awards in fiscal year 2010. Mentored Quantitative Research Development Award (Parent K25)

Mechanism for Time-Sensitive Drug Abuse Research (R01)
This funding opportunity announcement (FOA) is issued by the National Institute on Drug Abuse, National Institutes of Health (NIH). The FOA is intended to support substance abuse prevention and treatment services research in rapidly evolving areas (e.g., changes in service systems, health care financing, policy, natural/humanmade disasters, etc.) where opportunities for empirical study are, by their very nature, available only through expedited review and award of support. There are three distinguishing features of an eligible study: (1) The study's scientific value and feasibility are clear, (2) rapid review and funding are required in order for the scientific question to be answered, and (3) the knowledge gained from the study is time-sensitive and seeking funding through the regular NIH cycle of review and award would result in a missed opportunity to conduct the research. It should be clear that the research question offers an uncommon and scientifically significant research opportunity that could become available only if the project is initiated with minimum delay. NIH Support for Conferences and Scientific Meetings (Parent R13/U13)
The purpose of the National Institutes of Health Research Conference Grant Program (R13 and U13) is to support high-quality conferences/scientific meetings that are relevant to the scientific mission of NIH and to the public health. A conference/scientific meeting is defined as a gathering, symposium, seminar, scientific meeting, workshop, or any other organized, formal meeting for which persons assemble to coordinate, exchange, and disseminate information or to explore or clarify a defined subject, problem, or area of knowledge. Each NIH institute and center (IC) has a scientific purview and different program goals and initiatives that evolve over time. Prior to preparing an application, it is critical that all applicants consult the appropriate IC representative listed in the R13/U13 Web site (http://grants.nih.gov/grants/funding/r13/) to obtain current information about IC-specific program priorities and policies. This action is of utmost importance because applications with marginal or no relevance to the participating institutes, centers, or offices will not be accepted for review or possible funding. Technology Development for High-Throughput Structural Biology Research (R01)
This funding opportunity announcement (FOA) issued by the National Institute of General Medical Sciences, National Institutes of Health, encourages grant applications from institutions/organizations that propose to develop novel technologies and methodologies underpinning high-throughput structural biology. Applications for new ideas and approaches for protein production and structure determination for classes of challenging proteins are appropriate. Projects related to high-throughput structure determination by x-ray crystallography and nuclear magnetic resonance, as well as projects addressing other constituent tasks of structural biology, including structural genomics, are relevant to this FOA. Applications should focus on methods of development to solve challenging proteins that are not currently amenable to high-throughput structural biology. These challenging proteins include, but are not limited to, membrane proteins, small protein complexes, and proteins from human and other higher eukaryotes. This notice announces the availability of funds and solicits proposals for investigation, survey, study, training, and demonstration projects (eligible projects) that advance international near-term, cost-effective methane recovery and use as a clean-energy source. Activities under this announcement should also support the goals of the Methane to Markets Partnership. This funding opportunity is only for international activities in support of the Methane to Markets Partnership. The International Summer Research Program will give to the participating student hands-on research experience on projects in one of the research labs and special seminars/activities every Friday afternoon. The program will begin 5 July and end on 27 August (although earlier arrivals and later departures can be arranged). The target group of applicants are students after approximately 3 years of university training in the life sciences in their largest sense. We seek to attract the best candidates and thus financial compensation will be provided to cover successful candidates' living and travel expenses. Biomedical research increasingly relies on quantitative approaches and cutting-edge technology. Many would agree that the future of the life sciences lies at the crossroads of biology, hard sciences (chemistry, mathematics, computer science), and engineering. The School of Life Sciences at the Ecole Polytechnique Fédérale de Lausanne (EPFL) in France, was created on this premise. Capitalizing on its initial development in neuroscience (under the auspices of the Brain Mind Institute) and biotechnology (led by the Institute of Bioengineering), the School of Life Sciences continues to grow; in 2005, the Swiss Institute for Experimental Cancer Research joined EPFL, and the Global Health Institute was launched. In all areas, integrated approaches spanning a range of disciplines, from functional genomics to system biology and high-tech bioengineering are emphasized. Approximately 25 to 30 summer research fellowships will be awarded on a competitive basis, taking into consideration several criteria including: the student's academic record, personal statement, and letters of recommendation. Centers of Research Excellence in Science and Technology
The Centers of Research Excellence in Science and Technology (CREST) program makes resources available to enhance the research capabilities of minority-serving institutions through the establishment of centers that effectively integrate education and research. CREST promotes the development of new knowledge, enhancements of the research productivity of individual faculty, and an expanded presence of students historically underrepresented in science, technology, engineering, and mathematics disciplines. This solicitation requests proposals for: (1) CREST centers; (2) supplements for partnerships applied to existing CREST awards; (3) Historically Black Colleges and Universities Research Infrastructure for Science and Engineering (HBCU-RISE) proposals; (4) supplements for diversity collaboration for projects co-funded with the National Science Foundation's Small Business Innovation Research and Small Business Technology Transfer programs, which are administered by NSF's Directorate for Engineering; and (5) new projects in the Directorate for Education and Human Resources track: Innovation through Institutional Integration (I3). The I3 projects enable faculty, administrators, and others in institutions to think and act strategically about the creative integration of NSF-funded awards, with particular emphasis on awards managed through programs in the Directorate for Education and Human Resources, but not limited to those awards. Fellowships at Syracuse University for eScience Librarianship
The School of Information Studies (iSchool) at Syracuse University in New York state is seeking applicants for fellowships for a new program called "Building an eScience Librarianship Curriculum for an eResearch Future." This program will help students obtain a specialized Master of Science in Library and Information Science (MSLIS) degree. These fellowships are to support eight students with funding from the U.S. Institute for Museum and Library Services (IMLS). The 2-year fellowships offer: (1) full tuition scholarships to cover all required courses to earn an MSLIS degree; (2) a stipend of $15,000 while taking courses, in exchange for work on program-related assistantship duties; (3) an arranged, paid summer internship at university- or lab-based research center; and (4) conference travel to deliver project results, network, and learn about current concerns in library technology, academic librarianship, or information science. The fellowships seek to attract those who have some combination of experience and formal education in a science or technical discipline, as well as a desire to support scientific research endeavors. All eScience Fellows will learn how to manage scientists' data and other digital resources to enhance their preservation and access. People with this mix of skills and experience are increasingly in demand to help with the proliferating quantity and type of data resulting from scientists' use of hardware, software, and networks in combination (called cyberinfrastructure). Students selected for the fellowships will have the opportunity to combine their grounding in a science domain with coursework in the skills and concepts of librarianship as well as from newly developed courses in the role of data, communication, and virtual collaboration in eScience. Cornell University Library (CUL) staff, who support the needs of an institution that is in the top 20 recipients of federal research dollars, will lead a mentorship program for the fellowship recipients. CUL has an established track record in curating research data, and will provide students with opportunities for exposure to current science librarianship practices, and innovative eScience projects in particular. The MSLIS degree at the School of Information Studies at Syracuse University is accredited by the American Library Association and ranked No. 3 overall and No. 1 in information systems in the nation by . All eScience Librarianship students will take advantage of courses and faculty expertise in database management and mix with students in the graduate program in information management. Specially developed courses to prepare students with the skills and concepts to participate in an eResearch future include Data Management, Information Workflows, and Communication/Collaboration in eScience. The IMLS-funded project "Building an eScience Librarianship Curriculum for an eResearch Future," or eSLib, is a collaboration of the iSchool at Syracuse University and Cornell University Library.
