Special Research Grants Program - Pest Management Alternatives
The purpose of the Pest Management Alternatives Program is to provide support for and encourage the development and implementation of integrated pest management (IPM) practices, tactics, and systems for specific pest problems while reducing human and environmental risks. This purpose addresses the broad goals outlined in the "National Roadmap for Integrated Pest Management," developed by federal and nonfederal IPM experts, practitioners, and stakeholders in 2004. The successful management of pest problems in commercial production is facing severe challenges due to (1) regulatory changes, (2) emergence of new pest problems, and (3) the development of pest resistance to present management technologies. The greatest impact on current management technologies is in the production of specialty crops; however, other crops, including grain, forage, and fiber, as well as animal health, are also being impacted by these changes. There is no commitment by the United States Department of Agriculture to fund any particular application or to make a specific number of awards. It is anticipated that approximately $1.4 million is available to fund applications in fiscal year 2010. There is no upper limit or cap on funding for awards. Typically, six to eight projects are funded each fiscal year at $100,000 to $200,000 per award. Deadline: 2010-03-03

Precision Measurement Grants Program
The National Institute of Standards and Technology (NIST) announces that the Precision Measurement Grants Program is soliciting applications for financial assistance for fiscal year 2010. The Precision Measurement Grants Program is seeking proposals for significant research in the field of fundamental measurement or the determination of fundamental constants. NIST sponsors these grants and cooperative agreements primarily to encourage basic, measurement-related research in universities, colleges, and other research laboratories; and to foster contacts between NIST scientists and those faculty members of academic institutions and other researchers who are actively engaged in such work. The Precision Measurement Grants are also intended to make it possible for researchers to pursue new ideas for which other sources of support may be difficult to find. There is some latitude in research topics that will be considered under the Precision Measurement Grants Program. The key requirement is that the proposed project is consistent with NIST's ongoing work in the field of basic measurement science. Applicants should propose multiyear projects for up to 3 years at no more than $50,000 per year. NIST anticipates spending $100,000 this year for two new grants at $50,000 each for the first year of the research projects. NIST may award both, one, or neither of these new awards. Second- and third-year funding will be at the discretion of NIST, based on satisfactory performance, continuing relevance to program objectives, and the availability of funds. Award start dates for new grants are expected to be 1 October. NIST plans to fund the awards as grants. If collaboration by NIST scientists in the scope of work is appropriate for any award, a cooperative agreement will be issued instead. Deadline: 2010-02-05

Technology Development for High-Throughput Structural Biology Research (P01)
This funding opportunity announcement (FOA) issued by the National Institute of General Medical Sciences (NIGMS), National Institutes of Health, encourages grant applications from institutions/organizations that propose to develop novel technologies and methodologies underpinning high-throughput structural biology. Applications for new ideas and approaches for protein production and structure determination for classes of challenging proteins are appropriate. Projects related to high-throughput structure determination by x-ray crystallography and nuclear magnetic resonance, as well as projects addressing other constituent tasks of structural biology, including structural genomics, are relevant to this FOA. Applications should focus on methods development to solve challenging proteins that are not currently amenable to high-throughput structural biology. These challenging proteins include, but are not limited to: (1) membrane proteins, (2) small protein complexes, and (3) proteins from human and other higher eukaryotes. This FOA will utilize the P01 research grant mechanism and runs in parallel with an FOA of identical scientific scope, PAR-10-073, that encourages applications under the R01 mechanism. This funding opportunity announcement (FOA) solicits Small Business Innovation Research (SBIR) applications from small-business concerns that seek additional funding to support the next stage of development for projects that were previously funded by the National Institutes of Health (NIH) SBIR phase II awards. Projects proposed in response to this FOA must be applicable to one of the following areas: (1) cancer therapeutics; (2) cancer-imaging technologies, interventional devices, and in vivo diagnostics; or (3) in vitro and ex vivo cancer diagnostics and prognostics. The purpose of this FOA is to facilitate the transition of SBIR phase II projects to the commercialization stage. This FOA is expected to promote partnerships between NIH's SBIR phase II awardees and third-party investors and/or strategic partners to facilitate and accelerate the capital-intensive steps that are required to commercialize new products and technologies. Thus, applicants responding to this FOA must provide a commercialization plan that includes details of any independent third-party investor funding that has already been secured or is anticipated during the Bridge Award project period. It is expected that the level of this independent third-party funding will equal or exceed the National Cancer Institute funds being requested throughout the phase II Bridge Award project period. Proposed projects may address preclinical and/or clinical stages of technology development. Clinical trials may be proposed as appropriate but are not required. This FOA will utilize the NIH Small Business Innovation Research Phase II (R44) competing renewal mechanism, referred to in this FOA as the SBIR Phase II Bridge Award. The estimated amount of funds available for support of up to 10 projects awarded as a result of this announcement is $10 million for fiscal year 2010. Future year amounts will depend on annual appropriations. For this FOA, budgets up to $1 million in total costs per year and project periods up to 3 years may be requested. Proteomics in Auditory Developmental and Disease Processes (R21)
This funding opportunity announcement (FOA) supersedes the previous National Institute on Deafness and Other Communication Disorders program announcement, Proteomics in Auditory Developmental and Disease Processes (PA-06-366). This FOA will use the National Institutes of Health Exploratory/Developmental (R21) grant mechanism and runs in parallel with an FOA of identical scientific scope that uses the R01 mechanism, PA-09-228. The total project period for an application submitted in response to this funding opportunity may not exceed 2 years. NIDCD Research Core Centers (P30)
The National Institute on Deafness and Other Communication Disorders (NIDCD) P30 Core Center grant contains one or more research-serving cores, providing centralized resources and facilities for funded R01 research projects. Although no funds are provided for direct support of research projects, a P30 helps to integrate and promote research in existing funded projects and may include multidisciplinary and regional collaborations. A core center must be an identifiable organizational unit either within a single grantee institution or representing a consortium of cooperating institutions (e.g., geographic or Web-based). The center may serve as an intellectual hub to stimulate cooperative research, to increase the effectiveness, capabilities, or productivity of current research, and/or to promote new research directions through collaborations. Individual research cores of the core center may provide for (1) sharing technical expertise or centralizing labor-intensive tasks common among several investigators; (2) staffing, training, and maintenance of shared equipment or resources, including tools or staffing to enhance activities such as recruitment databases for clinical projects; or (3) problem-solving through innovative technical solutions using the most current methodologies. NIDCD P30 funds do not provide patient services, support unfunded pilot studies, or facilitate research other than for funded user projects unless directly related to advancing the potential of the core center itself. A P30 may provide benefits to other core centers or the larger community through sharing data or technology. This funding opportunity announcement will utilize the P30 grant mechanism. The NIDCD P30 is awarded for up to 5 years, with budgetary caps based on the number of grants that qualify as the center's biomedical research base. The caps are for direct costs of no more than $1.5 million, $2.0 million, or $2.5 million over 5 years, for a base minimum of six, 12, or 18 qualifying R01 grants, respectively. Renewal applications may not exceed the stated caps. Competitive revision (supplemental) applications requesting an additional research core to an existing P30 are allowed but may not exceed the term or the budgetary caps as described above for the parent award. Novel Tools for Investigating Brain-derived GPCRs in Mental Health Research (SBIR [R43/R44])
This funding opportunity announcement (FOA) encourages Small Business Innovation Research (SBIR) grant applications from small-business concerns that propose to develop technologies and approaches (i.e., novel ways to use new or existing technologies) that will enable researchers to study the structure and/or function of brain localized G-protein–coupled receptor proteins and/or potentially identify novel selective and specific agonists/antagonists to these receptor subtypes, with a focus on mental health function or dysfunction, including HIV-related neurocognitive disorders. Technologies and approaches aimed at known receptor subtypes or orphan receptors would be of potential interest to the National Institute of Mental Health. NIJ FY 2010 Research and Development on Forensic Crime Scene and Medicolegal Death Investigations
The National Institute of Justice (NIJ) seeks proposals for research and development to enhance forensic crime-scene examination and medicolegal investigations. Proposed projects may focus on, but are not limited to, (1) crime-scene examination, (2) medicolegal death investigations, (3) forensic pathology, (4) forensic anthropology, (5) forensic odontology, and (6) fire-scene analysis. In fiscal year 2010, priority will be given to research that focuses on new or improved forensic tools and technologies that will allow for the detection and identification of evidence at a crime scene: (1) tools and technologies to assist the forensic pathologist and medicolegal death investigator in determining the cause and manner of death; (2) research and development into the use of forensic virtual autopsy as a tool in postmortem examination; (3) studies in forensic taphonomy to better estimate time since death; (4) research into the cause and manner of suspicious pediatric deaths; (5) forensic studies on the physics of wounding as related to trauma analysis; and (6) updated forensic morphometric standards to better assess the biological profile of unidentified human remains. Applications will be submitted through the Office of Justice Programs (OJP's) Grants Management System. GMS is a Web-based, data-driven computer application that provides cradle-to-grave support for the application, award, and management of grants at OJP. NIJ funding for an individual research or development project rarely exceeds $500,000 annually, though total funding for projects requiring multiple years to complete has exceeded $1 million in some cases. If feasible, NIJ recommends that applicants divide the proposed work into discrete phases, with each phase resulting in the delivery of a measurable deliverable. Applicants should try to structure the phases so that the funding required in any fiscal year will not exceed $500,000. Applicants should be aware that the total period for an award, including one that receives additional funding, ordinarily will not exceed 3 years. A grant made by NIJ under this solicitation may account for up to 100% of the total cost of the project. Deadline: 2010-02-16

Sonoran Joint Venture FY2010 Awards Program
The Sonoran Joint Venture is pleased to announce the request for proposals for our 2010 funding cycle of the SJV Awards Program. The objective of the SJV Awards Program is to support the investigation and conservation of birds and their habitats within SJV boundaries by providing funds through a competitive program. The amount of funding available each year varies based on contributions from congressional appropriations and partners. SJV awards range from $1000 to $10,000, with an average of $5000. Proposals must address the objectives and recommendations of the SJV Bird Conservation Plan or Waterfowl Management Supplement. Proposals for projects that support the SJV mission and objectives are eligible for funding. This includes: (1) habitat management, (2) research, (3) monitoring, (4) education, (5) community involvement, (6) outreach, (7) planning, (8) ecotourism, and (9) professional training. Proposals must address the objectives and recommendations of the SJV Bird Conservation Plan or Waterfowl Management Supplement. In addition, the SJV encourages the following: (1) projects that are habitat-oriented; (2) projects that have funds leveraged and/or in-kind contributions; (3) projects that have partnerships, especially new or nontraditional partnerships; (4) projects that address threats that affect distribution and abundance of priority species and habitats; (5) projects that address multiple species (however, we do encourage single-species projects that address a specific SJV objective); (6) projects that include multiple benefits especially in the areas of habitat, monitoring, research, outreach, planning, education, involvement of indigenous or local communities, and/or professional training; (7) projects focusing on monitoring work that is part of a long-term project or is part of a Coordinated Bird Monitoring project; and (8) projects that are a segment of consensus-built larger project. Barbara G. and Jack M. Krulewitz Women's Health Fellowship Award
The Foundation for Women's Wellness believes that to improve medicine's understanding of women's health, we must invest in the future. By providing awards to exceptional medical/graduate students working on women's health research, we not only support the research itself but also build the experience and commitment of future physician-scientists. This award will go to a selected medical graduate student working on a study deemed important to women's health. This is a nonrecurring award for $2500, which will be given directly to the chosen recipient to support her/him while working on a women's health related research project. Deadline: 2010-03-31

Ground-Based Studies in Space Radiobiology
The National Aeronautics and Space Administration (NASA) Johnson Space Center is releasing a NASA research announcement (NRA), for Ground-Based Studies for the Space Radiation Program Element (SPRE) in the area of Space Radiation Biology, utilizing beams of high-energy ions simulating space radiation, at the NASA Space Radiation Laboratory at Brookhaven National Laboratory in Upton, New York. Step-1 proposals are due on 16 February and invited Step-2 proposals are due on 20 April. Depending on available funding and the results of peer review for scientific merit, up to 10 investigations may be selected by SRPE. It is anticipated that SRPE awards will average $375,000 per year (total cost) and shall not exceed $385,000 per year for cellular-based studies and $450,000 per year for studies with a significant animal component. Participation is open to all categories of organizations, including (1) educational institutions, (2) industry, (3) nonprofit organizations, (4) NASA centers, and (5) other government agencies. Every organization that intends to submit a proposal in response to this NRA must be registered with the NASA Solicitation and Proposal Integrated Review and Evaluation System, and such registration must identify the authorized organizational representative(s) who will submit the electronic proposal. Each electronic-proposal system places requirements on the registration of principal investigators and other participants (e.g., co-investigators). Potential proposers and proposing organizations are urged to access the system(s) well in advance of the proposal due date(s) of interest to familiarize themselves with its structure and enter the requested information. Environmental Synthesis Center
This solicitation will establish a new environmental synthesis center to stimulate research, education, and outreach at the interface of the biological, geological, and social sciences. The center will foster synthetic, collaborative, and cross-disciplinary efforts to understand and predict the complex interactions among ecological populations, communities, and ecosystems. This solicitation also includes topics such as the geophysical environment and human actions and decisions that underlie global environmental change. It will play a pivotal role in forecasting adaptive responses to environmental change and understanding sudden shifts in dynamic systems. The center will also directly involve policymakers, managers, and conservation efforts and educate an informed citizenry. The center will be international in its scope, addressing the most pressing challenges posed by global environmental change. The center represents a new effort, based on the National Science Foundation's (NSF's) substantial investments in ongoing synthesis activities, and is not intended to extend or duplicate these activities. The Biological Sciences Directorate expects this center to lead the next generation of synthesis activities. The anticipated funding amount is $30 million. Up to $30 million will be awarded over a 5-year period, with the potential for one terminal renewal for an additional 5 years. Fiscal Year (FY) 2010 Summer Undergraduate Research Fellowship (SURF) NIST Boulder
The Summer Undergraduate Research Fellowship (SURF) National Institute of Standards and Technology (NIST) Boulder Programs are soliciting applications in the areas of electronics and electrical engineering, chemical science and technology, physics, materials science and engineering, and information technology. The SURF programs will provide an opportunity for the NIST laboratories and the National Science Foundation (NSF) to join in a partnership to encourage outstanding undergraduate students to pursue careers in science and engineering. The program will provide research opportunities for students to work with internationally known NIST scientists, to expose them to cutting-edge research, and to promote the pursuit of graduate degrees in science and engineering. SURF NIST Boulder Program Directors will work with appropriate department chairs, outreach coordinators, and directors of multidisciplinary academic organizations to identify outstanding undergraduates (including graduating seniors) who would benefit from off-campus summer research in a world-class scientific environment. The objective of the SURF program is to build a mutually beneficial relationship among the student, the institution, and NIST. NIST's mission is to promote U.S. innovation and industrial competitiveness by advancing measurement science, standards, and technology in ways that enhance economic security and improve our quality of life. Funds budgeted for payments to students under this program are stipends, not salaries. The SURF NIST Boulder Programs will not authorize funds for indirect costs or fringe benefits. The stipend of $8000 includes a fellowship of $4500 plus $3500 for all expenses associated with travel and subsistence. Once they receive their awards, college and university grant recipients are expected to provide the full stipend to participating students in one lump sum before 24 May, the start of the SURF NIST Boulder Programs. NIST will disburse funds to college and university awardees via the Automated Standard Application for Payments system. NIST embodies a science culture, developed from a large and well-equipped research staff that enthusiastically blends programs that address the immediate needs of industry with longer-term research that anticipates future needs. This occurs in few other places and enables the Electronics and Electrical Engineering Lab, the Chemical Science and Technology Lab, the Physics Lab, the Materials Science and Engineering Lab, and the Information Technology Lab to offer unique research and training opportunities for undergraduates, providing them a research-rich environment and exposure to state-of-the-art equipment. Every day, Facebook confronts among the most complex technical problems, and we believe that close relationships with academics will enable us to address many of these problems at a fundamental level and solve them. As part of our ongoing commitment to academic relations, we are pleased to announce the creation of a Facebook Fellowship program to support graduate students in the 2010–11 school year. We are interested in a wide range of academic topics, including the following topical areas: (1) Internet Economics: auction theory and algorithmic game theory relevant to online advertising auctions; (2) Cloud Computing: storage, databases, and optimization for computing in a massively distributed environment; (3) Social Computing: models, algorithms, and systems around social networks, social media, social search, and collaborative environments; (4) Data Mining and Machine Learning: learning algorithms, feature generation, and evaluation methods to produce effective online and offline models of behavioral signals; (5) Systems: hardware, operating system, runtime, and language support for fast, scalable, efficient data centers; and (6) Information Retrieval: search algorithms, information extraction, question answering, cross-lingual retrieval, and multimedia retrieval. Tuition and fees will be paid for the academic year. A stipend of $30,000 (paid over 9 months of the academic year) will be awarded. The total of $5000 per year will be allocated for conference attendance and travel. The total of $5000 will be given toward a personal computer. Awardees will also be given the opportunity to apply for a paid summer internship. Recipients are responsible for the taxation on any funds. Proactive Recruitment in Introductory Science and Mathematics
The goal of the program in Proactive Recruitment in Introductory Science and Mathematics is to strengthen the nation's scientific competitiveness by increasing the numbers of well-prepared, successful U.S. undergraduate majors and minors in science and mathematics. The program will fund innovative, potentially transformational partnerships between the mathematical sciences and other science or engineering disciplines that widen the cross section of the mathematical sciences to which freshman and sophomore students are exposed and that provide these students with increased opportunities for research experiences involving the mathematical sciences. The anticipated funding amount is $3 million, pending availability of funds. Under this solicitation, proposals may be submitted for funding durations from 3 to 5 years. The proposal budget, between $100,000 and $600,000 per year, must be commensurate with the project and thoroughly justified in the proposal. The anticipated number of awards is two to four.
